Express both states in observable behaviour and, where possible, in numbers.

  • Current: 'Agents escalate 38% of refund requests.'
  • Desired: 'Agents escalate under 15%, with no policy breaches.'
  • Gap: 23 percentage points, mostly on £100–£200 requests.

Segment the gap

Rarely is everyone equally bad. Find who, when and where — then target only that segment.
